Overhead costs that support the overall organization rather than direct contract performance.

Overview

General and Administrative (G&A) expenses are indirect costs required to run a business — executive salaries, legal, accounting, human resources, facilities, and other support functions. They are allocated to contracts via an established rate base (e.g., total cost input or value-added).

G&A rates are negotiated with the government (often DCAA) and must be consistently applied. Incorrect G&A allocation can lead to unallowable costs, audit findings, and contract disputes. Understanding rate structure is critical for pricing and compliance.
