Technology Readiness Assessment(TRA)
An evaluation of the maturity and risk of critical technologies in a program, used to inform acquisition milestone decisions.
Overview
A Technology Readiness Assessment (TRA) is a systematic evaluation of the maturity level of critical technologies within an acquisition program. Using the Technology Readiness Level (TRL) scale of 1 through 9, TRAs determine whether technologies are sufficiently mature to proceed through acquisition milestones or require additional development and risk mitigation.
Why It Matters in GovCon
TRAs directly influence milestone decisions that determine whether programs advance to the next acquisition phase. Contractors developing or integrating new technologies must demonstrate technology maturity through testing and documentation. Programs with low TRL scores may face delays, additional funding requirements, or scope reductions.
Key Details
- TRL Scale: Ranges from TRL 1 (basic principles observed) to TRL 9 (proven in operational environment).
- DoD Policy: DoDI 5000.02 requires TRAs at key acquisition milestones, particularly Milestone B.
- Critical Technologies: TRAs focus on technologies that are new, modified, or being applied in a novel way.
- Independent Assessment: TRAs are often conducted by independent teams to ensure objectivity.
- GAO Reviews: The GAO routinely evaluates technology maturity in its annual weapons systems assessments.
