Government-Wide Acquisition Contract(GWAC)

A pre-competed, multiple-award IDIQ contract that any federal agency can use to purchase IT products and services.

Overview

A Government-Wide Acquisition Contract (GWAC) is a type of IDIQ contract specifically for information technology that is pre-competed and available for use by any federal agency. GWACs eliminate the need for individual agencies to conduct their own IT procurements from scratch, saving time and ensuring competitive pricing.

Why It Matters in GovCon

GWACs are among the highest-value contract vehicles in the federal IT market. Winning a position on a GWAC gives you access to task orders from every agency in the government. Major GWACs like Alliant 2, OASIS+, and CIO-SP3 collectively represent tens of billions of dollars in annual spending.

Key Details

  • IT Only: By regulation, GWACs are limited to information technology acquisitions.
  • OMB Designation: Only contracts approved by the Office of Management and Budget (OMB) through the GWAC program can use this designation.
  • Administered By: Typically managed by GSA or NIH, with task orders issued by any federal agency.
  • Competition: Task orders placed against GWACs follow fair opportunity procedures — all GWAC holders get a chance to compete.
  • Major GWACs: Alliant 2 (GSA), OASIS+ (GSA), CIO-SP3/CIO-SP4 (NIH), VETS 2 (VA).
