Indefinite Delivery/Indefinite Quantity(IDIQ)

A contract that provides for an indefinite quantity of supplies or services during a fixed period, with orders placed as needs arise.

Overview

An Indefinite Delivery/Indefinite Quantity (IDIQ) contract establishes a framework for an agency to order supplies or services over a set period without committing to a specific total quantity at award. The contract specifies a minimum and maximum value, and the government places individual task orders (for services) or delivery orders (for supplies) as requirements materialize.

IDIQs are the backbone of large-scale government procurement. Many of the biggest contract vehicles — GWACs, agency-specific IT contracts, professional services contracts — are structured as IDIQs. Winning an IDIQ position is often the gateway to sustained revenue streams from individual orders over five to ten years.

  • Minimum/Maximum: Every IDIQ must state a guaranteed minimum (which the government is obligated to order) and a ceiling (the maximum value).
  • Ordering Period: Typically five years (one base plus four option years), though some extend to ten years.
  • Fair Opportunity: For multiple-award IDIQs, each order must give all contract holders a fair opportunity to compete, with limited exceptions.
  • Single vs. Multiple Award: Single-award IDIQs give all orders to one contractor; multiple-award IDIQs distribute orders among several winners.
  • Task Orders vs. Delivery Orders: Task orders are for services; delivery orders are for supplies.
